AI in a Sensitive Domain:
National defense and internal security represent some of the most sensitive and consequential areas of government responsibility. In the exploration of fair governance through AI, these functions require particularly careful consideration because they involve the potential use of force, protection of citizens, and safeguarding of national sovereignty.
AI could support or automate many routine and non-lethal aspects of defense and security. Examples include real-time monitoring of borders and critical infrastructure, predictive maintenance of military equipment and facilities, logistics and supply chain optimization, cyber defense coordination, and initial triage of security threats or emergency situations. Autonomous systems such as drones, unmanned vehicles, and AI agents could handle surveillance, patrolling, and routine response tasks, potentially reducing risks to human personnel while improving speed and consistency.
Because advanced AI and embodied systems are likely to become widespread regardless of government policy, the exploration here considers whether societies might benefit from developing defensive capabilities using the same transparent, value-aligned technology rather than leaving such capabilities entirely in the hands of potentially less accountable actors.
Strong Human Oversight and Ethical Boundaries
Even with significant automation, ultimate authority over national defense and internal security would remain firmly with elected officials and designated human commanders. AI systems could execute routine operations and provide analytical support, but critical decisions involving the use of force, rules of engagement, deployment of lethal systems, or major strategic shifts would stay under direct human control.
Using the three-tiered approach outlined on this site, implementation could begin gradually. Level 1 might involve AI as an analytical assistant for intelligence and logistics. Level 2 could automate routine monitoring, maintenance, and non-combat logistics. Level 3 might allow mostly automated handling of surveillance, cyber defense, and support functions, while humans retain strategic command and oversight at all times.
Full transparency — to the greatest extent possible without compromising operational security — would be essential. Performance data, decision logs (where appropriate), and system architectures could be subject to public review and independent audit, with narrowly defined exceptions for truly sensitive elements such as certain encryption protocols or real-time operational details.
Balancing Risks and Benefits
This area carries legitimate concerns, including the risks of AI misalignment, escalation in conflicts, or unintended consequences from autonomous systems. These risks must be addressed through robust fail-safes, distributed control mechanisms, rigorous testing, and clear ethical guidelines established by humans.
At the same time, today’s human-run defense and security systems face their own persistent challenges: high costs, bureaucratic delays, occasional inconsistencies, and vulnerabilities to human error or bias. A carefully designed hybrid model — where humans define values, set policy, and maintain final authority while AI handles transparent, efficient execution of routine tasks — could potentially reduce costs, improve response times, and minimize risks to human life.
As with other areas of governance explored on this site, any adoption in defense and security would be gradual, voluntary, and subject to ongoing public oversight. Cost savings from automation could contribute to lower overall taxation under the proposed automated transaction tax system while supporting the broader social safety net. The guiding principle remains the same: AI should serve as a transparent tool that enhances human decision-making rather than replacing it, always operating under clear ethical boundaries set by accountable human leaders.
