National-Scale Functions:

The federal government handles national-scale responsibilities that span the entire country, including elements of monetary policy, large infrastructure projects, major social programs, national defense coordination, and the resolution of interstate issues.

In the exploration of fair governance through AI, many of the administrative functions at the federal level could be significantly streamlined. AI could automate much of the routine administrative backbone — such as processing benefits and entitlements, managing federal grants and disbursements, optimizing maintenance of national infrastructure networks, and ensuring consistent application of federal rules across states. The proposed automated transaction tax system would also be managed transparently at this level, with collection, allocation, and reporting handled automatically while remaining fully visible to the public.

With operating costs greatly reduced through automation and the elimination of multilayered redundancy, the federal government could sustainably fund universal basic supports — including basic income, healthcare contributions, and other elements of the safety net — using a much smaller overall budget and a very low transaction tax rate kept well below the hard constitutional cap.

Preserving National Oversight

Even at higher levels of automation, Congress, the executive branch, and federal agencies would retain ultimate authority over policy direction, funding priorities, ethical guidelines, and major system adjustments. AI would focus on efficient, transparent execution of routine tasks, while elected officials and designated human overseers would continue to set the goals, define values, and establish the boundaries within which the system operates.

Using the three-tiered approach explored on this site, the federal government could adopt automation gradually and voluntarily. Some functions might begin with Level 1 (Minimal Help) using AI for analysis and support, progress to Level 2 (Heavy Automation) for routine operations, or advance to Level 3 (Mostly Automated) where AI handles the majority of day-to-day execution. At every stage, full transparency would allow public review, and elected officials would maintain the ability to monitor performance, expose flaws, guide improvements through open collaboration, and intervene or adjust automation levels as needed.

This balanced federal role aligns with the overall vision of fair governance through AI: reducing waste and inefficiency while preserving strong democratic accountability. Cost savings from automation could help lower the overall tax burden on citizens, support a compassionate workforce transition for federal employees, and contribute to a more efficient national system that maximizes human freedom and meets basic needs without expanding government power.

As with local and state services, the federal tier demonstrates how intelligent, value-aligned automation could make large-scale government functions less burdensome and more effective, always under human strategic oversight and with the consent of the governed.
